The action of Puppeteer follows on directly from that of Rebellion, the third Weaponsmith Chronicle, at he time of the English Civil Wars of the 17th Century. Badly injured in the fight for his ancestral home in Wiltshire and smuggled out of England to the United Provinces, a slowly recovering Roger Hawken finds employment with the French delegation to the Congress of Westphalia, which is beginning its work of bringing to an end the Thirty Years War in Europe.Roger, now married to Karl von Morsberg and as a result ranking as a baron of the Holy Roman Empire, has ideas of applying the Congress’ methods to the stalemated civil war between King and Parliament in England, to bring about a negotiated settlement and avoid a fight to the finish with its dire consequences for the land and the people. A meeting with former comrade Ephraim Fitch, now a fixer for Oliver Cromwell, reveals that some prominent members of the Parliament hierarchy have similar ideas. Fitch has been tasked with recruiting Roger, as one of the few neutrals remaining, to plan for a peace mission from the Congress to the warring parties in response to an invitation from Parliament.Roger’s Mission deploys to England in April 1645, delayed by King Charles’s reluctance to match Parliament’s invitation. The King’s defeat at the battle of Naseby in June destroys the rough balance existing between the two sides, making the Mission’s task close to impossible. Roger and Karl attempt to recreate a level playing field, seeking agreement to a cease-fire between the two warring parties as a preliminary to peace talks. In his negotiations they become a target for both persuasions in the dangerous games of wartime politics, literally shot at by both sides.
